Why Paklog

Paklog indexes Citizen experience and voice on public service delivery and public interest brands. Infographics and Key insights are developed using the feedback and disseminated through our own and partner social media channels and Nigarkhana- our online magazine. The basic idea is that Citizens are customers and consumers with genuine expectations from he providers of goods and services, be it the public or private sector.

While our literacy levels have improved of late, it is expected that a higher number of young citizens, increasingly, are “digital Literates” given that the number of mobile phone users is about 80 percent. Pakistanis around the age of 30 comprise about 60 percent of our population; most of these individuals are expected to be smart phone users in the next four years. This segment is expected to be well informed and opinionated.

With the smart phone price now well below 100 USD and the spread of mobile broadband, we believe that handheld device provides the best interface with the citizen. The use of technology assures universal access and minimal bias for democratic social accountability. Using our web platform and APP, expatriate population can also give feedback on the service they get from our embassies and missions abroad.

Paklog generates periodic citizen experience (CX) rankings, social research and targeted perception surveys from our District Citizen Panels (DCPs).

Paklog supports open government data and net neutrality and is a partner organization of Sustainable development Policy Institute (SDPI).

What Do We Do

We Rank of Public Services based on citizen user experience feedback through our online rating system. The lead output is the dynamic Composite Governance Ranking (CGR) of Pakistan districts. Interactive tools allow for prompt and visual comparisons per selection.

We also carry out custom survey studies within predefined parameters/constraints like geography, gender, social segmentation, etc. Focused feedback with a custom designed instrument is possible with our capacity, presence and add-on tools where needed with speed and unmatched reach. We can focus on and conduct a deep dive into a particular issue through our representative Citizens panels in every District.

Methodology

The ranking is essentially built on crowd sourced citizen feedback data; this makes for voluntary feedback that is more direct, unbiased and the rankings more objective. Rather than going through the complaint process that few people trust we complete the loop of quality real time feedback.

The rankings are based on feedback secured through the mobile Phone APP in real time. Our focused research is enabled by district citizen’s panels (CPs); the panels tend to be diverse and are representative of the population of the area. Each member has login access to the Paklog portal through web or phone App for completing the surveys.

The data is statistically weighted for fair representation and comparison purposes. Algorithmic measures are in place to account for redundancy, bias and ensuring quality.

Privacy Policy

This privacy policy governs your use of the software application Paklog (“Application”) for mobile devices that was created by Cogilent Solutions Pvt. Ltd. Paklog ranks Public Services based on citizen user experience feedback. The lead output is the dynamic Composite Governance Ranking (CGR) of Services provided by Government institutions and brands.

What information does the Application obtain and how is it used?

We collect your email, gender, picture, name that is used for using facebook login service. We don’t collect any other information like about user birthday or his friends list detail etc.

User Provided Information

The Application obtains the information you provide when you download and register the Application. Registration with us is optional. However, please keep in mind that you may not be able to use some of the features offered by the Application unless you register with us. When you register with us and use the Application, you generally provide (a) your facebook email or other & password; (b) you provide your email, phone number when you rate a service on the app (c) your rating for different services is used to score, rank and calculate Composite Governance Ranking of ranked services. We may also use the information you provided us to contact your from time to time to provide you with important information and required notices.

Automatically Collected Information

We don’t collect any other information other than from your social accounts connected with the apps.

Does the Application collect precise real time location information of the device?

When you visit the mobile application, we may use GPS technology (or other similar technology) to determine your current location in order to determine the city you are located within and provide a customized ranking based on your location. We don’t share your location information with any third parties. If you do not want us to use your location for the purposes set forth above, you should turn off the location services for the mobile application located in your account settings or in your mobile phone settings and/or within the mobile application.

Do third parties see and/or have access to information obtained by the Application?

We may disclose User Provided and Automatically Collected Information:

  • as required by law, such as to comply with a subpoena, or similar legal process.
  • when we believe in good faith that disclosure is necessary to protect our rights, protect your safety or the safety of others, investigate fraud, or respond to a government request.
  • if Cogilent Solutions is involved in a merger, acquisition, or sale of all or a portion of its assets, you will be notified via email and/or a prominent notice on our Web site of any change in ownership or uses of this information, as well as any choices you may have regarding this information.

What are my opt-out rights?

You can stop all collection of information by the Application easily by uninstalling the Application. You may use the standard uninstall processes as may be available as part of your mobile device or via the mobile application marketplace or network. You can also request to opt-out via email, at [email protected].

Data Retention Policy, Managing Your Information

We will retain User Provided data for as long as you use the Application and for a reasonable time thereafter. We will retain Automatically Collected information for up to 24 months and thereafter may store it in aggregate. If you’d like us to delete User Provided Data that you have provided via the Application, please contact us at [email protected] and we will respond in a reasonable time. Please note that some or all of the User Provided Data may be required in order for the Application to function properly.

Children

We do not use the Application to knowingly solicit data from or market to children under the age of 13. If a parent or guardian becomes aware that his or her child has provided us with information without their consent, he or she should contact us at [email protected]. We will delete such information from our files within a reasonable time.

Security

We are concerned about safeguarding the confidentiality of your information. We provide physical, electronic, and procedural safeguards to protect information we process and maintain. For example, we limit access to this information to authorized employees and contractors who need to know that information in order to operate, develop or improve our Application. Please be aware that, although we endeavor provide reasonable security for information we process and maintain, no security system can prevent all potential security breaches.

Changes

This Privacy Policy may be updated from time to time for any reason. We will notify you of any changes to our Privacy Policy by posting the new Privacy Policy on paklog website and informing you via email. You are advised to consult this Privacy Policy regularly for any changes, as continued use is deemed approval of all changes.

Your Consent

By using the Application, you are consenting to our processing of your information as set forth in this Privacy Policy now and as amended by us. “Processing,” means using cookies on a computer/hand held device or using or touching information in any way, including, but not limited to, collecting, storing, deleting, using, combining and disclosing information, all of which activities will take place in the United States. If you reside outside the United States your information will be transferred, processed and stored there under United States privacy standards.

Citizen's Panels

Paklog Citizens Panels (CPs) are representative, bodies of citizens from various Districts. They identify local priorities and review services and give online feedback on specific issues. The panels tend to be diverse and are representative of the population of the area. Each member has login access to the Paklog portal through web or phone App for completing the surveys.

Paklog District Coordinators support organization of CPs and organize on-ground focused research projects as and when needed.
